The second defendant accused of helping bilk $17 million in payroll taxes from Sacramento County pleaded guilty Friday in U.S. District Court in Sacramento.
Kerry Seaman, 35, the comptroller of Ingentra HR Services, pleaded guilty to one county of wire fraud. The head of the company, Albert Cipoletti, pleaded guilty last month.
Ingentra is the Long Island, N.Y., payroll company the county hired in late 2004 to process payroll taxes for the myriad special districts in the area. In May, the county learned the company had not been paying all of the tax bills and that the county owed the Internal Revenue Service $17 million.
